  15. A Green Light For Peace

  17. <p>     The push to end 15 years of savage civil war took a step
  18. forward last week as the Angolan government agreed in principle
  19. to a peace plan that includes a cease-fire with its longtime
  20. enemy, the U.S.-backed rebel group UNITA. The National Union
  21. for the Total Independence of Angola says it too is "in broad
  22. agreement" with the plan, which links the cease-fire to a
  23. political settlement between the rival factions.
  24. </p>
  25. <p>     The proposal, hammered out in Lisbon by the U.S., the Soviet
  26. Union and Portugal, reflects a concerted effort by the
  27. superpowers to find a solution to the regional dispute, which
  28. has cost an estimated 200,000 lives. The agreement is expected
  29. to be signed in Lisbon as early as February, when a date for
  30. ending the war will be set. It also calls for the introduction
  31. of a new constitution supporting multiparty democracy and the
  32. integration of the Angolan army and UNITA into a single,
  33. nonideological force.
